A new white paper on the use of information technology in the UAE healthcare sector has identified several areas where the country’s healthcare sector can benefit from a more innovative and efficient use of software and IT services (SITS).
The paper from research and consulting firm Pierre Audoin Consultants (PAC) in partnership with Springboard Research, a leading innovator in the IT market research industry, was commissioned by Siemens IT Solutions and Services. The research identifies and investigates many current pain points faced by the UAE healthcare sector, including Ministry of Health, Emirates Health Authority and local and federal regulatory bodies, and provides insight into the ways in which SITS can address the challenges that they face.
After holding briefings with both healthcare providers and IT suppliers, PAC and Springboard Research have established a framework outlining the key challenges that the UAE healthcare market currently faces, including:
1. Poor Coordination and Communication in a Stratified Healthcare System (mainly because of the UAE’s federal structure)
2. A Shortage of Resources (including skilled manpower, financial resources, etc.)
3. Lack of IT Expertise among Healthcare Professionals
4. Lack of Network Integration between Hospitals/Clinics across different Emirates
Although the UAE’s healthcare delivery system is largely government controlled, the presence of a large number of insurance companies, regulators, and administrative bodies has made the entire system complex and stratified with a multilayered and overlapping bureaucracy. PAC and Springboard found that while providers have started to address the lack of homogeneity and integration, the federal system of the country makes it challenging to establish a truly national system.

The national HIS (Wareed) Project is the federal government’s initiative to promote inter-organizational cooperation within the healthcare sector. HIS, along with Electronic Medical Records, would be an important step towards the improvement of collaboration between payers, providers and regulators, but improving the way these entities work together across all seven emirates will remain one of the market’s principal challenges.
James Erickson, Research Manager at Springboard Research, comments: “Based on the challenges facing the UAE healthcare market, we identified a number of areas in the software and IT services sector where we anticipate strong uptake in the short and medium term. These include: e-health systems, ERP, document management and storage, and business intelligence”. Springboard expects the UAE public healthcare SITS market to grow by 7.2% for 2009-10.
